The hyper cheerleader comes to your dorm all the time as well as the mascots, but can you actually become one of them? I know joining a sorority or frat is possible though.

Because the cheerleader and mascot are NPCs and therefore game-controlled characters, your Sims cannot become them without cheats or hacks. There are certain in-game cheats that let you spawn your own custom-made cheerleaders and mascots, but that’s about all you can do.
No, they are only NPC’s
But you can wear their clothes using cheats.
To use the cheat open the cheat window by doing ctrl shift c then type boolprop testingcheatsenabled true
To turn the cheat off again open the cheat window by doing ctrl shift c then type boolprop testingcheatsenabled false
Dress your sim in any NPC or Career clothes,
Shift click on your sim, click More then click Spawn, then click Toms Clothing Tester. This will spawn a clothing rack like the ones you see on a community lot.
The options are:
Dress like NPC – gives option to change to any NPC clothing, elders and teens/children may not have all the options
Work Athletic – clothes for all levels
Work Business – clothes for all levels
Work Criminal – clothes for all levels
Work Culinary – clothes for all levels
Work Law Enforcement – clothes for all levels
Work Medicine – clothes for all levels
Work Military- clothes for all levels
Work Slacker – clothes for all levels
Work Science – clothes for all levels
Work Politics – clothes for all levels
